  Development Strategy for the Penitentiary and Probation Training Center

for 2012-2015



The present strategy has been developed in order to promote the values and principles of the

Constitution and legislation of Georgia and relevant Council of Europe and UN standards within

the penitentiary, probation and legal aid system. Training and professional development is viewed

as a key element enabling the qualified staff to contribute to the criminal justice reform in

Georgia, in line with human rights standards and best international practice.



I. Status and Resources of the Training Center

1. Creation of the Training Center and Legal Framework 

The Penitentiary and Probation Training Center (PPTC) was established by the Presidential Decree

#927 of 8 November 2005 to support implementation of reforms in the field of penitentiary and

probation. PPTC is the legal entity of public law, and the state control over its activities is carried

out by the Ministry of Corrections and Legal Assistance of Georgia (MCLA). PPTC is operating in

accordance with the statute approved by the decree #59 of the Minister of Penitentiary, Probation

and Legal Aid. The basic statutory functions of PPTC are as follows: design and implement training

programmes for the present and potential civil servants of MCLA and its sub-entities; create and

coordinate a group of trainers and provide regular ToT; design and publish the teaching materials

and manuals, ensure effective functioning and regular enrichment of the library; cooperate with

the structural units of MCLA and sub-ministerial agencies and LEPLs under MCLA to design the

training programmes for their staff; communicate and collaborate with similar foreign training

centers, non-governmental organizations and international institutions.


2. Management, Structure and Human Resources of PPTC

PPTC is managed by its Director who is appointed and dismissed by the Minister of Penitentiary,

Probation and Legal Aid. The Director leads and coordinates the activities of PPTC and its

structural units. The following structural units are created within PPTC:

− Staff of Director, which provides the Director with organizational support, statistical

information and consultancy; 

− Teaching Department, which designs, schedules and implements the training programmes

for civil servants of MCLA and its sub-entities; 

− Logistics Service, which provides material and technical supply of PPTC.


General analysis of the PPTC structure reveals that there is a need for its further improvement to

ensure effective implementation of the PPTC functions. Besides, further improvement of the

planning, internal coordination and accountability is needed.

13 fulltime and 8 freelance employees, as well as 52 invited contract-based experts and trainers are

working with PPTC. At present, there are no qualification requirements and ToRs designed for the

employees. It should be noted that none of the trainers is running a fulltime job with PPTC, which

negatively affects sustainability of the training programmes. Furthermore, the human resources of

PPTC should be strengthened to ensure effective implementation of its activities.


3. Financial Framework and Infrastructure of PPTC

The legally permitted financial income of PPTC are as follows: Funds allocated under the State

Budget, earmarked grants and other income as defined by the Georgian legislation. Since its

establishment, the State Budget is the basic funding source of PPTC. Since its creation (2006–2012),

the total volume of the State Budget funds provided to PPTC made up GEL 3,991,600. In 2008-

2011, GEL 447,900 per annum was allocated for PPTC under the State Budget, whereas funding has

been increased and GEL 960,000 was allocated for 2012. Funding from international donors (SIDA,

UNDP, CoE, EU, Norlag, OSCE, OSGF, UNICEF, IRZ, PRI, etc) has been another important 

financial source for PPTC. The total volume of these funds made up GEL 865,387, USD 947,561 and

EUR 200,000 in 2006-2011.

PPTC owns the property assets, which have been transferred into its ownership with the consent of

the Ministry of Economic Development of Georgia. PPTC owns the building located in Gardabani

Municipality (Rustavi Highway, 17th km). The building is equipped with office furniture, technical

equipment and the following facilities: offices of the management and structural units of PTTC; 4

lecture-halls, which can host 120 trainees simultaneously; a conference hall; a computer center for

26 trainees; 2 rooms for electronic testing, which has a capacity to host 52 trainees; a library

equipped with more than 700 Georgian and foreign-language publications; a replica prison cell

designed for practical training; a dormitory, which can host 26 trainees; a canteen, which can

provide the trainees with daily catering; a room for rest; a hall equipped with training simulators;

an open football and basketball playground. PPTC does not own relevant infrastructure to deliver

various types of practical trainings. The library shall be enriched with new publications and its

resources need to be improved. The building and equipment of PPTC does not fully coincide with

modern standards.

Present infrastructure makes it possible for PPTC to carry out profitable activities. However, PPTC

has never taken advantage of this opportunity so far.


4. Training Programmes and Quality Assurance

In 2005-2011, PPTC has developed the following training programmes:

The training programmes were delivered by invited experts and trainers, the majority of which are

involved in the development of training curricula and methodological literature. In 2005-2011,

PPTC has published 36 methodological and legal manuals.

The training programmes implemented by PPTC were mainly designed for the employees of the

penitentiary and probation systems. None of the programmes have been delivered for the

employees of the Legal Aid Department so far.


There are several elements of the quality assurance established in PPTC. However, the quality

assurance system needs to be further improved.


5. Strategic Partnership

PPTC has a successful experience of cooperation with the following international donor and

partner organizations and institutions: SIDA, UNDP, OSCE, ABA, OSGF, Swedish Agency of

Penitentiary and Probation, Lithuanian Penitentiary and Probation Training Center, Estonian

Training Academy of Prison Staff, and Norwegian Training Academy of Prison Staff. Currently,

PPTC’s activities are supported by CoE, EU, NORLAG, UNICEF, IRZ and Penal Reform

International. The active partners of PPTC are the Embassies of France, US and Poland to Georgia,

IOM, French National School of Penitentiary Administration, Kalisz (Poland) Basic Training Center

for Prison Staff, and the Institute of Law of the Ministry of Justice of Armenia.

II. Mission of PPTC

The mission of PPTC is to support the implementation of criminal justice reform, promote the

establishment of CoE and UN standards and the protection of human rights, to support prevention of crime

and social re-habilitation of offenders, as well as to promote the provision of effective free legal aid services by professional development of the MCLA personnel through training and education.

III. Strategic Goals of PPTC

To ensure the effective fulfillment of the PPTC mission, its strategic goals for 2012-2015 shall be defined as follows: Improvement of the structure, human resources and internal coordination practices; Further

improvement of the infrastructure; Ensuring financial sustainability of PPTC; Establishment of the complex

system of quality assurance and further development of the training programmes; Strengthening strategic


1. Improvement of the Structure, Human Resources and Internal Coordination System

a) Functional analysis of PPTC shall be carried out to improve its structure in accordance with the

mission and strategic goals. With support of experienced experts, manuals shall be prepared to

improve the planning, coordination and accountability practices in PPTC.

After implementation of the institutional reform and improvement of the human resources of

PPTC, its structure could be defined as follows:


b) For strengthening the human resources of PPTC, an experienced expert shall design qualification

requirements and ToRs for all fulltime and freelance employees of PPTC, prepare recommendations

on the establishment of an effective system of their evaluation and promotion, as well as carry out a

training needs assessment. Based on the needs assessment, the Training Package for the PPTC staff

shall be designed and respective training, re-training and qualification raising programmes shall be

delivered. At least one staff member shall be trained to ensure permanent implementation of the

human resource management in PPTC.

c) New fulltime positions shall be added to the PPTC staff for recruiting several trainers on a

fulltime basis to ensure sustainability of the teaching process.

d) The plan for training, re-training and qualification raising of trainers, as well as a unified rule for

their remuneration shall be defined.

e) A plan for regular ToT shall be designed and new – thematic and methodological – training

curricula for the training of PPTC trainers shall be created and implemented.

f) A psychologist shall be recruited to design special training programmes and psychological profiles

of trainees.

g) Regular study tours and internships to/in similar foreign training institutions shall be arranged to

ensure permanent qualification-raising of the PPTC staff and trainers.

h) In cooperation with selected higher education institutions, the Research Center on the

Implementation of Penal Sanctions shall be established to carry out research and analytical

activities in the field of penitentiary and probation. Academics and experts – psychologists, lawyers,

etc – shall be involved in the activities of the research center. One of the tasks of the research

center will be to provide the PPTC management with methodological recommendations on further

 improvement of the training curricula. In cooperation with partner and donor institutions, effective

funding instruments shall be created to ensure financial sustainability of the research center.

i) Relevant infrastructure shall be created to deliver training programmes in the penitentiary

institutions. Focal points in each institution shall be designated to ensure effective coordination of

the training programmes.


2. Development of the Infrastructure of PPTC

a) The library of PPTC shall be regularly resourced and the e-library shall be created. A reading

room shall be arranged and relevant activities shall be carried out to ensure increased use of the

library among the staff of the MCLA system.

b) New infrastructure designed for practical training programmes shall be arranged in the PPTC

premises (replica prison cell, moot court hall, shooting gallery, etc).

c) The PPTC premises shall be renovated and re-equipped in accordance with modern standards.

d) Focal points shall be designated in the regional institutions and divisions of the MCLA system,

and have to be prepared as instructors to ensure effective coordination and implementation of the

training programmes locally.


3. Ensuring financial sustainability

a) Effective planning of the PPTC budget and support for the funding of its activities from the State

Budget shall be provided.

b) With support from the experienced marketing expert, recommendations on the opportunities of

carrying out profitable activities by PPTC shall be prepared.


4. Establishment of the Quality Assurance System and Development of Training Curricula

a) An effective system for the development of training programmes and quality assessment of

training shall be introduced in PPTC to carry out the following tasks: design annual training plans

based on the needs assessment carried out in the MCLA system; evaluate training programmes with

the support of invited experts and identify recommendations for their improvement; promote

development and the introduction of new training programmes; develop and introduce the

assessment criteria for trainers and training; promote the introduction of modern teaching methods;

introduce feedback standards; design local training programmes in the regional entities of the

MCLA system; introduce an effective certification system for trainees.

b) To carry out effective quality assurance, an experienced quality assurance expert shall design

relevant recommendations and manuals. One of the PPTC staff members shall be provided with

training to ensure permanent management of quality assurance. All employees of the PPTC

Teaching Department shall be trained to provide permanent quality assurance in PPTC.

c) Regular updating and improvement of the present training curricula of PPTC shall be provided

and new training programmes shall be designed in accordance with the international standards.

Special emphasis shall be placed on the skills-oriented and competency-based training courses.

d) A long-term training programme shall be designed and implemented to offer preparation

opportunities for new and future employees of the penitentiary, probation and legal aid system.

e) Special training programmes for the employees of the LELP – Legal Aid Service shall be prepared

and delivered.

f) Special training and re-training programmes for the medical staff of the penitentiary system shall

be prepared and delivered.


5. Strengthening Strategic Partnership

a) Collaboration with Georgian higher education institutions shall be strengthened to implement

joint educational and research projects.

b) Collaboration with the training centers of other governmental agencies shall be strengthened to

implement joint training and research projects.

c) Collaboration with similar foreign training institutions shall be strengthened to provide further

improvement of the PPTC activities and share experience.

d) The resources of PPTC in PR-management shall be strengthened, which will promote

establishment of effective communication between PPTC and other reform stakeholders.

e) The website of PPTC shall be updated.



IV. Implementation of Strategic Goals

Strategic goals of PPTC shall be achieved through effective management of the funds allocated in the State

Budget and provided by donors and in close cooperation with other MCLA sub-entities, international and

donor organizations/institutions, training centers of other governmental agencies, foreign partners, higher

education institutions, local non-governmental organizations and other reform stakeholders.

PPTC will prepare a special report on the implementation of the present strategy and its action plan in

January of each year. The action plan will be annually reviewed and updated in accordance with the

implementation report as needed.
